Letter by letter
Check the sequence twice before anything becomes permanent. Play it back, read it letter by letter, and have someone else read it too. A tattoo cannot be edited.

Two things make it readable. Keep the long taps clearly three times the short ones, and leave a real pause between words - long enough to feel like a pause, roughly seven short beats. If the person on the other end knows what to expect, the whole phrase takes about eight seconds at a comfortable speed.
